They don't want you to build it. Cities and counties did similar things to "RV" parks (curbing required, paved roads inside park etc etc). Some counties require sprinkler systems on Climate controlled units and some don't. Never heard of it being required on NON-climate control units.
I built outside of the city limits. NON of your list of requirements. Plus no blue prints, permits, trash containers, water or sewer. Find a better location

Does anyone have a case / "legal" precedent I can use to argue for "NOT" providing either, does TSSA have a resident expert than can assist me with this?
I am planning to provide electrical only for a sign, exterior (wall pack) lighting and a gate motor, No water service, a 96 gallon roll away (residential style) trash container, they are also requiring a 3 wall masonry trash enclosure with a steel gate....
