What are my legal rights to confront this tenant from his car leaking oil when on my facility?

we require to purchase a cardboard floor mat from us to put under to car to catch any leakage.  It's a requirement no how new the car is.  We also require a copy of the current insurancee on the vehicle as well as a copy of the title.  If it's not worth insuring I don't want it on mu property.  Same with vehicles on the parking lot.
